The fourth section is dedicated to expanding housing development opportunities in Smithville. As the market began to decline shortly after the research for the Comprehensive Plan was completed and the report was written, the City has not acted with great speed on these recommendations. However, being a long-range document, it is important to be mindful of the solutions offered here because conditions are constantly in flux and, at some point, the opportunities for housing development will again come to the fore. Having the plan in place for that time is important to be able to guide growth and determine how to best market the City both to housing developers as well as to individuals wishing to make their homes and lives in Smithville. In addition, the Plan identifies several means by which the City can assist current property owners maintain and improve the quality of the housing stock already in place.
