ADVERTISEMENT AND INVITATION FOR BIDS


The City of Smithville will receive bids for Southeast Drainage Improvements (Part 2), GLO CDBG-MIT Contract No. 22-085-020-D256 until 10:00 AM on Tuesday, March 31, 2026 at City Hall, 317 Main Street, Smithville, Texas 78957. The bids will be publicly opened and read aloud at 10:00 AM on Tuesday, March 31, 2026 at City Hall, 317 Main Street, Smithville, Texas 78957.


Bids are invited for several items and quantities of work as follows:

1. 10' x 4' Concrete Box Culvert (1,100 LF)

2. 8' x 3' Concrete Box Culvert (1,000 LF)

3. Storm Sewer Pipe (300 LF), Inlets & Junction Boxes

4. Waterline Relocation (800 LF)

5. Asphalt Pavement (3,600 SY), Concrete Pavement (2,800 SY) & Curb & Gutter

6. Guardrail

7. Re-vegetation


Bid/Contract Documents, including Drawings and Technical Specifications are on file at BEFCO Engineering, Inc., 485 N. Jefferson (PO Box 615), La Grange, Texas 78945 (979) 968-6474. Printed copies of the Bid/Contract Documents, including Drawings and Technical Specifications, may be purchased from BEFCO Engineering, Inc. for $100.00 each set of documents obtained. Electronic copies may be obtained at no charge by request at and from CIVCAST at www.civcastusa.com.


A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of La Smithville or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.


The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City of Smithville Section 3 Policy is required for all contracts.


All contractors/subcontractors must not be debarred, suspended or otherwise excluded from or ineligible for participation in the System for Award Management (SAM.gov). An Active SAM Registration through SAM.gov is required to be considered eligible to work on this project. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. This contract is subject to compliance with Section 3 of the HUD Act. Section 3 businesses and workers are encouraged to apply.


The City of Smithville reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Smithville for a period not to exceed sixty (60) consecutive calendar days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
